Cleon L. Cauley, Sr. chairs Morris James’ Governmental Relations Practice Group. He has substantial experience in Land Use and Government Relations having held high-level posts in a variety of capacities.
Mr. Cauley is currently the Commissioner of Public Work for the City of Wilmington. Previously, Mr. Cauley served as Acting Secretary for the Delaware Department of Transportation. Prior to his work with the Department of Transportation Mr. Cauley served in the Office of the Governor for the State of Delaware, Jack A. Markell, as the Deputy Legal Counsel; as the Delaware’s Economic Development Ombudsman; as the Chair of the Governor’s Cabinet Committee of State Planning Issues; and as Chair of the Governor’s Supplier Diversity Council.
Additionally, Cleon is a member of Morris James’ Real Estate Practice, where he applies his unique insight from previous experience both in the private sector as well as in the government arena. From 2007 to 2009 he was affiliated with the former Wolf Block law firm, where, as an associate in the Real Estate, Environmental and Land Use section, he represented clients in land use matters and related litigation. Prior to private practice, Mr. Cauley worked as Chair of the Problem Property Task Force, Assistant County Attorney and Land Use Attorney for New Castle County. Earlier in his legal career, Mr. Cauley was a Deputy Attorney General and a Hiring Board Committee Member for the State of Delaware Department of Justice.
