Residence Halls Safety

Subject: Clarification of Duties Regarding Resident Halls

The following is intended to inform you about our duties with respect to maintaining a resident hall environment that is conducive to both study and rest.

We are on duty 24 hours a day and can be reached in our office in Concord hall at 302-477-2200, or 2200 from a campus wall phone. We will help you in any way possible any hour of the day. Our duties include a myriad of tasks including providing access if you lock yourself out. We can assist you in getting a heater or fan if your room unit is broken and will generally do what we can to maintain a quiet living area for those who wish to rest or study. Of our many tasks, noise abatement is a common one. We are often requested to ask residents to lower their music or quiet their guests. Please be advised that our procedures regarding this task are as follows:
  • Receive a complaint and respond with an officer and supervisor.
  • Direct that loud music be lowered to a level where it will not disrupt others.
  • If the source of the noise is a small group party, we will direct the group to quiet down and we will direct them to disperse if they fail to comply.
  • Additionally, we will do the following for all groups or parties:
    • a. Request ID from those present.
    • b. Direct those who refuse to produce ID to depart campus.
    • c. Call Police for those who refuse ID and to depart campus.
  • All actions will be documented on a field report and copied to the Office of Student Affairs, the Dean of the Law School, and the Director of Housing the next day.

Our duties in response to various forms of student behavior and investigating suspicious conditions include the following:
  • Students who are verbally aggressive toward others or Safety Officers will be reported to the Office of Student Affairs and the Dean with request from me that they be counseled for possible violation of the Student Code of Conduct, (Sect. 202, i).
  • Students who are found damaging property, interfering with resident hall policy, propping open exterior doors to residence halls, or observed engaged in any act involving violence or unprofessional conduct toward a student or staff, will be reported to the Office of Student Affairs and the Dean for possible violation of the Student Code of Conduct, (Sect. 202, l).

We will resolve conditions related to student safety. These conditions include, but are not limited to; the smell of smoke, strange noises, strange smells, screams and yelling, and other conditions that would lead a reasonable person to think that there might be trouble in a room. Therefore, we will at times be required to enter a student room in the interest of student safety in accordance with the resident contract / lease provided by the Campus Services Office. In these cases, we will announce our request to enter in the interest of safety before gaining entry to the room with Campus Safety issued keys.
